It is not impossible but I think you need to make a more detail research to come up with at least 2 or 3 alternative options. I would recommend you NOT to invest $100 into a PBN unless you are super pro. PBN usually costs more if you really want to get high ranking. Start with a simple website build backlinks use anchor texts and get your website promoted

it depends on his niches. if he has easy niches he doesnt need 500$/domains . Unless you have a very hard niche you won't need 500$ domains

Yes you can but your PBNs won't be that strong to begin with. As you start to grow your income you can reinvest in buying better PBNs
