Can i reopen paypal case by calling paypal, once closed ?

Hey guys,

this is just a question so it actually did not happened.

I purchased some seo services and the costumer service is just BS and i wanted a refund and so i opened a case, but the guy on the other side is saying that we can fix it and shit like that. So the thing is that these guys have a "HUGE SERP MOVEMENT" guarantee so if the service is not going to work for me i can get a refund. So i told the guy that if i close the paypal case that i have no secure guarantee anymore and i do not trust them anyway but this guy told me i can reopen the case by calling paypal or so... is that acutally possible ? as i can not really find such cases on google.
Kinda smells like BS.

Whats your opinion ?

Yes, if you close the dispute, then you can not reopen it on a later date. Keep in mind though that since this was a intangible service, PayPal doesn't offer buyer protection so if the service provider doesn't want to issue a refund, PayPal will close the dispute in his favor and not yours as the sale did not consist of a physical item being shipped in the mail making proof of delivery much harder to validate.
