yes ,you can actually create and manage a blog on a mobile devices and you can considermobile blogging platform like wordpress , blogger or medium
 
Definitely can do, but it is hard than using computer.

yes you can do but it might be more difficult than on a PC
 
You can do with your mobile, but it will be little bit harder than using desktop.

Hi, Yes there are many bloggers who work with their mobile devices. Working in a laptop/desktop is more eye and user friendly from a personal experience than a mobile for blog. But again its a personal preference. But to answer your question, yes go for it.
