Can i Create Multiple account with my Laptop ip

Hello Guys, I am using the mobile to access laptop internet. Can i create multiple account with my laptop? I am from India and i am using the indian billing. Do you think i need to create on indian vps? should i do any else that you know. mostly i have clients from and they indian billing so i worried if i create account with my same laptop then could they suspended ? or how much budget should i set in starting when i account is not approved yet? I created one last week i set budget 1000 INR but when i account is approved and got clicked and impression then i raised the budget to 3000 INR but from that day to till now my account is in review so guys i have done any think wrong? Could suggest me with your experience.

You can create multiple accounts from one IP. It does't matter for Adwords. Shouldn't be any problems if your ad campaigns meet Google's requirements.

Buy proxies and then make accounts, it's safer that way.

Your account will always go in review no matter what budget you put, what you have to do is to get a clean domain and put content on it then promote your offer
