One of my main ranking pages is similar to the description of other pages, and I want to change them, as well as the title, to bring better clickthrough rates. Will completely modifying the <meta: description> and title cause Google to penalize it?...

No, for changing title and meta description your site will not be penalized but you should maintain relevancy. There will be fluctuation in ranking until google picks up with the new title and meta description. Add suitable title and relevant meta description.

Put your primary and secondary keyword in it by writing an attractive & inspiring description.

Changing of meta description and title is not penalize by google, but we should change relevant to previous one.
