Welcome to the forum. Can't you just observe the blogs and sites that you deal with and make a list of how they all do it first? Have you done that yet? you probably click on their social links, their backlinks, their guest posts, whatever. Its all there for you, take a look at your own browsing behavior over a week and see what and where you go, and make notes.
 
Depending on what niche your website is will make a huge difference to get traffic. are you after only free traffic or also quality payed for traffic to?
 
Google ads, FB ads, bing ads, taboola, etc

My site has niche health. I have seo both off page and on page of my site but no improvement

Bro! its not good idea
I have already wasted money and time doing all this
 
the best way to increase the traffic is write the good contents then google will bring the traffic to your site
 
Buy Guest Posts from real sites related to your niche and also your content matters.

consider changing your offer. or you need a better traffic source. have you tried google ads facebook ads etc?
 
Take advantage of platforms like Quora to drive free traffic
 
Even though BHW is a gold mine and all you have to do is dig, I would recommend few methods for you:

1) Use facebook groups to help people. they ask a question? post a guide at your website and post a link.
2) Use TikTok/Instagram/Reddit/Quora or whatever for the same as above
3) Start a Youtube channel and upload a video or two every week with links to your website and unique as you can content regarding your niche like recommendations and such.
4) Buy/Exchange links with other blogs/websites in your niche
5) Google Ads, Facebook Ads

if it's an adult niche, you could find plenty of ways around BHW
