Cheaper option would be buying a streaming theme for WP and then hosting videos on a CDN or something like OpenLoad then embedding the videos on your site.

Honestly, it shouldn't take alot of dev time, it is quite simple. Try finding a proper cms solution, and if you need custom features, hire a freelancer to do it.
If you start getting alot of traffic, you might want to find a solution to optimize the speed of your streams.
 
Hey I will elaborate on the "netflix" quality of the question. This is a big project! If you have illegal videos, you biggest problem will be reliability. If you can redistribute the videos, it will cost you a good amount of $$ for CDN to have good upload speed in the world. Upload speed is costly. I assume a monthly fee income plan.

- 3-5 Backend dev
- 2-3 Devops eng
- 1-2 designer
- 1-2 UX guys
- 3-5 Projet Manager / Admin managers
- 3-4 Marketing / sell people
- 5-10 support people
- 1 Accountant

For the technical side, on top of building the web app, you have to manage payment, manage users, advertising, content rotation, content recommendation, content access, networks quality, build a tool for support people, and surely much much more. For the admin side, well, managing all this! Customer acquisition, make sure everyone does his job and manage the never expending spending budget. You will need tools to send emails, monitor & alert on stack failure, zendesk, twilio, etc.

You are definitely over-thinking. Unless you are trying to compete with Netflix, spending this resources is useless.
There are 100 million dollar companies out there with a smaller IT department than this.

I don't think it's over thinking since the preface was "netflix quality". Sure anyone can spin up a wordpress with links to youtube. But where's the fun in that.
 
lol, netflix. You can start with 1 billion and go from there. 90% of the sum is going to go towards CDN and bandwidth.

Depending on what kind of functionality your looking for would determine the cost..

But to built a custom like Netflix site would cost probably around 8-10k just to have built which is what I'd charge to build it having 16+ years in web development.

I would strongly recommend not using a cms as they get clogged and bogged down onces u start hitting 100k to 1,000,000 database entries an ull end up spending more funds to have the site rebuilt when that happens. How ever is a good place to start if your just starting out.

Hosting cost would depend on resources used. Expect to pay at least $300 a month for a couple decent dedicated server so you can setup redundancy cdns which is what you'd need for such a resource heavy site. As each movie is at least 2-4gb in size on average. I'd advise starting out with cloud host until cost reaches the above suggested server price so u start out paying for only what you use.

Also expect server cost to grow as you grow

It would take probably 1-3 months to build such a site.

Maintances cost would be low after site is built.. mainly managing users an what movies are on the site. Not a hard task I'd guess probably $300-1000 a month to maintain. All really depends what you have them doing. Most of this you could probably do yourself.

The biggest battle would be getting legal permission to use the movies or maintaining dead links if ur a illegal movie site. Cost here depend on the route u take.

Advertising to get paying customers would roughly cost a min 2000 a month to even make it profitable. An higher cost per month depending on how many campaigns an number of leads u want.

There's also other things to think about to such as platform apps for mobile, tvs, consoles that would cost extra. An if u get legal permission for the movies you also have to develop a way that makes it almost impossible to download a copy of said movie to prevent legal issues Netflix uses silverlight from Microsoft for this an to provide a quality stream.

You can hire a programmer but you should try to find a ready made script that the programmer will
use to make your site. The cost for a programmer to build something like that from scratch would be very expensive.
