Cache Date and Rankings

Is it safe to assume Google has re-evaluated a webpage for ranking when the webpage cache is changed in google index? Any tips on getting Google to re-evaluate a page?

I believe so, as whenever the data on the page changes, and whenever the search engine crawls your website, the changed data may indirectly affect your site's ranking - either in a good way or bad way. So if there were good positive, none-spammy update to the site, it should help with the site's ranking. Otherwise, if spammy duplicate content were added, it may devalue your SERP in the process, and that is why the big G emphasizes on moderating content on your site.

The cache: command seems to trail the actual data Google uses for rankings - often you can find your updated page ranking for keywords in new content taht doesn't yet appear in Google's cache. Once the cache is updated I think you can be pretty sure Google is taking into account the changes.
