I recently got into a Paypal account and i'm wondering if there is a way i can send money withought it asking for the phone verification or if i can change the phone number in anyway. The last thing i want to do it contact Paypal support.

No, it is impossible, unfortunately. That happens because they don't trust your device, and after one or two payments with verifications they won't ask for it again.

So what do you think I should do? Also are all accounts like this?

You should verify that or to contact them, I don't think that there is anything else you can do.
The system of PayPal (fraud system - antifrod), especially from recently, is very strict, so if the account isn't old and/or you logged in from another device, the chance of verification alert is very high

I think it will not ask for phone security or the code if you were logging in to the same device and same IP address.... try sending from where you have created it..

As far as I know, they check accounts almost about the MAC address of the device, respectively, you will have to do it again for each device, if you want to log in another time.

I have faced this problem recently which method is work for me is
1. Log in to your PayPal from an IP address which location is similar to your Paypal address.
2. Try again after 2-3 days.
