Unless you are in the same niche, start from scratch. I'll explain why, if you buy a channel and the subscribers see your videos and don't click. Your CTR will be low, and Youtube will not push your videos. In fact, they will throw your video out of the algorithm, and your channel will struggle to grow. CTR is one of the biggest factors in a video taking off and getting in the algorithm, and by having 1000 subscribers that don't click on your videos when you post, it kills your CTR, which in return kills your video, and your channel won't grow. There will not be any difference in terms of growth rate, if you are simply looking to skip getting 1k subs and 4k watch time, go for it but expect the growth rate to be exactly the same as new accounts.
Making a new channel and boosting it with an SMM might be a better way, it's your choice though.

Where did you get your information, this impacts growth a lot, especially if the subscribers are inactive.

From having a few channels about the same topic, haven't seen any difference between using a bought monetized account with inactive followers and a new one.
Simply felt like you start over with the monetized one.

It depends on if you have time or money. If you can afford, you can buy already monetized one.
