That's possible, but that would be quite a stupid idea really (no offence man). It will mean that OP will do all the hard work and rank the domain; and the real owner can just rip his work and deny access to his domain after it becomes popular.
IMHO, it will be much better to find another way (like let's say, having an Ireland p.o. box address, or an Irish business entity.. just examples. Do whatever is needed.).

It was just an option because I know such services exist.
The wiki says you need a utility bill or passport to personally register it. Might be a bit hard.

What? How does that relate to the fact that you can't really buy the domains that you cannot? Can you buy a gov domain from there, for example?
