Wechat (international) and Weixin (Mainland) are two completely separate user groups, Weixin users can interact with Wechat users but often can't see / add content that Wechat users can. If you can read Chinese, buying Weixin followers isn't hard. If you want Wechat (international) followers, your best bet is probably influencers or newspapers of your local Chinese diaspora.
