Is it a group where you charge for access? Or has a lot of people you can advertise to on the groups banner/etc?

No, I mean the owner wants to sell the ownership and admin rights of the group to me. Is it against Facebook TOS to buy groups in this way or can I still do it with some extra precautions?

Yes but people (I sell them often myself) do it all the time.
If you are concerned use escrow although odds are that nothing nefarious is about with the seller as many people grow groups to sell them.

what should I think of when the current owner transfers over the admin rights from the group to me to not make Facebook suspicious? Any warm-up period or similar?
