Dubai is a great place for established entrepreneurs. There is no space for testing there. Living cost is high but taxes are less. In fact this is their strategy to hook the wealthy people.

I know that setting up a company can cost 12k+ AED — RAKEZ for example. Also, if your annual revenue is less than AED 3M, you can elect to be treated as having 0 taxable income (so effectively 0% tax)
