Yes, mobile carriers manage a finite pool of IPv4 addresses via Carrier-Grade NAT, but each SIM-specific session still begins “clean” from the network’s perspective:
• No prior blacklist associations: Until a SIM generates traffic, its CGNAT‐mapped address isn’t on any blocklist.
• Reduced risk: Sites rarely ban a mobile IP outright because doing so would disrupt legitimate users sharing that address range.
