There is no unused subnet range for a mobile carrier company. They use every available IP in their rented pool (which is already used by some carrier or isp beforehand since ipv4 pool was already fully exhausted like a decade ago so all the existing IP blocks are just reallocated or sub-allocated by either IANA/RIR or by the mega ISP/mega carrier corpos to smaller companies) and rotate them via NAT (these days even broadband fiber companies are using NAT) among whatever limited userbase they have.

There are no untainted IPs (IPV4) available anywhere in the world.

When you activate a virgin SIM—one never previously used for proxying or flagged by any site—the first CGNAT‐assigned public IP it receives has no history tied to abusive behavior. Yes, mobile carriers manage a finite pool of IPv4 addresses via Carrier-Grade NAT, but each SIM-specific session still begins “clean” from the network’s perspective:
No prior blacklist associations: Until a SIM generates traffic, its CGNAT‐mapped address isn’t on any blocklist.
Reduced risk: Sites rarely ban a mobile IP outright because doing so would disrupt legitimate users sharing that address range.
