I disagree. I was always told if someone hits me, I hit them back ten times harder. I'll tell my kids the same thing. You don't just let someone walk over you like that.
I don't know how it is in the UK, but here in the US both of those boys could be expelled from school. Our children here are not allowed to defend themselves in school anymore. The school systems are making bullies more powerful and the victims weaker because children who are bullied do not want to become snitches due to reputation, so the bullies can get away with more knowing that the other kids will not tell on them. And, the victims are not allowed to "hit back" because they too will be suspended or expelled.
I was told the same thing you were growing up, and that's the way we handled things. But now days the victims have to become tattle tails in order to survive in school, and when other kids find out that you are a tattle tail, then your reputation is shot all the way to the end of your school career.
