how difficult is it to find a company who will send millions of e-mails every day?

and how much does the sort of thing cost?
 
There are many companies that offer email service, but for the volume you need you have to have your own structure or pay fortunes.

there are many people in the forum that offer servers with good deliverability, for a couple of thousand you can surely get

such thing set you own server like amazon ses or google cloud is fraction what you would pay to those cloud services.

you can buy servers to send emails for you. you have to warm them up and once warmed up you can send as many emails as you want.
 
You can try reviewecho's email sender. It has two tools: one uses smtp to send bulk emails, the other uses browser to send bulk emails.
