If you want a self-hosted and free tool, go for Mautic. If you prefer a desktop-based bulk sender, Thunderbird + Mail Merge is a good free option. If you want a cloud-based free bulk email sender, Sendinblue (Brevo) or Mailjet will work well.

do you use Mautic, what version do you suggest, can you share some insights?
I read some good and bad things also (very heavy and full of bugs), you must be a dev to make it work after multiple hours of dev
