What would be your strategy when building Tier 1 links if you would have 1 money site trying to rank for 3-5 non related keywords?

What would you go with:

1. 5 Tier 1 sites and make articles on them for these 3-5 keywords (5 Tier 1 sites/150-250 articles - 10 articles per T1)
2. 5 Tier 1 sites for every keyword (15-25 Tier 1 sites/150-250 articles - 3 or 4 articles per T1)

Over the time more articles will be added in either option.

Well depends what its about. But probably option number 2.
