Building Links to fast?

After starting a new website and building 10 web 2.0s when should I start to build tier 2 links? Or Should I add More High PR to my money sight before going on to build tier 2? Any advice would be appreciated. This is a low comp. keyword.

Do you have decent content on it with the on-page SEO done? If not, that should be your next step.

As soon as you finish building your tier 1 links. Don't see any reason why you should wait. If you want to use a combination of PR links (e.g. blog network links) and tiered links, build the tiered links first before the PR links.
