Building Links To A URL Before Putting Up Any Content

Hi,

I've noticed a couple of comments been added to one of my blogs where the person has placed a url that when you visit it all you get is

"INDEX OF

cgi-bin"

Is this an SEO technique in that the person seems to be link building before they throw up the actual website & content?

If it is then is it an effective technique?

I'm glad you asked this as it is something I have pondered about!

I ran a test and sandboxed a domain by blast the crap out of my keywords but I didn't have any content on the site just a blank blog software - once in the sandbox I deleted the software from the site and built a new site and ran things completely whitehat - Worked for me once back out of the box
