Building Links for New Site

Hi everyone .
I just bought New domain about two weeks ago it non-English niche domain relative to Niche I write about
I already collect key words from GKT . I add blogroll to PR5 Site .
I have in bookmark about 20 Social Bookmark sites And 20 do-follow forums I registered in .

I'm asking what is better strategy to build-links to this new site .
If I write article about keyword I targeting how many Back link I should build after submit it .
Should I post links to all sites (40) in short time On same day for example or use another strategy.
This is my second site first one have it year ago and I never reach 1 place on all words I was targeting always been in 4th or 10th place . that dropped visitors from 10K to 1K/day .

With non-English, try to build your own social networks/blog engines. You can save a lot of time when build networks with weontech a content distribution platform.

Thanks For replay I can build All of that And I have many resources .. But My question is when I submit links to those sites/blogs/forums etc .
How much Links Should I submit every day for one article to get 1st Place .without rating it as Spam for google .
Anyway I already started working on the new site I had position 1st on one weak keyword others still in 4th or 6th position . I will try my luck with new keywords .
 
I love web 2.0 woth its power. you had the content about niche and try to use unique content! Should be dreep feet, not work all 40 sites per day. Then using social bookmark, social media (post and share), relevant niche blog comment.. as Tier 2 to backlink for web 2.0
I will go to 20 web for Tier 1 and 20-40 backlinks for Tier 2 each day.
Any other feedback will be highly appreciated.
 
I would recommend to not to go too crazy on building backlinks for the new website. What I mean by that is stay withing no more than 5 good quality backlinks (PR 2+ and Alexa 200,00- ) backlinks per week - as it has been said many time before its not only quantity of backlinks but also quality that matters, one PR 3 backlink in lot of situations can be better that hundreds of PR1 or PR0 backlinks. Taking it easy on backlink building process at the beginning will not raise too many red flags on your website. In my experience backlink from lets say PR3 domain that has less outgoing backlinks than PR3 social bookmark website that has thousands of outgoing backlinks, will bring much more value to your website, ex: I would rather have 1 PR3 backlink from the website that has few outgoing backlinks than 2k backlinks from Social booking sites that have PR3. Because I believe that in most cases Google places much more trust rank on to websites that are hard to get a backlink from, than the once that are opposite, or website might have lot of outgoing backlinks and high Google trust, but Google will not transfer that trust to your website, because it knows that it's easy to a backlink from that website and they don't really analyse who they are backlinking to. You may ask, where do I find those quality backlinks? The best way to find them is by pulling up your top ranking competitors' backlinks and see where they are getting their backlinks from and see if you will be able to get backlink pointing to your website from one of those resources. The program I use for that is iBacklinkpro because it show PR and Alexa for the backlinks that your competitors have.
 
You can build 10-12 links everyday.... Do it manually and maintain consistency....
