Building a payment App

I am working on a micro loans idea. I basically need some way that the user can come onto the site/app and get a loan between $50-200 at the click of a button.

I will be meeting each new member in person getting the details like name/address/debit card and phone number. They will sign a contract ect.

Each new member i will add users area and email them a user name and Password. Once logged in they have two options. Borrow between 50-200 or make the full payment back.

The payments need to be instant. Because i am making a system were you can get 24/7/365 loans ect.

This is in my small community only. Just trying to make something user friendly and helpful.

To be clear the site only has 5 pages.

Home page you need to login to see. Once logged in you can only see 4 big buttons

Payment page

Borrow page

T/C page (with contact info and info)

Who has not paid back there loan page. (long overdue only)

I just need help on the payments side. Help with automation. Things like sending text alerts to all users with overdue payments.

Will pay well for the right person.

Don't you need to go through the legal process first before you can start offering loans?

I looked into the legal side and all looks fine, have to have a clear contract. But there is nothing stopping me lending to anyone I want in New Zealand. This is not to make profit, It is more just a small community thing to hook people up before payday or on a hard week with lots of bills ect.

Yes same app on both IOS and Android. Each user will need a username and password to access the app for his/her account. This would have to work cross platform, so the user could have the app on there iphone and Android tablet and be able to access the same account/database.

Once inside the app the user only has 4 options.

1. Instant loans of up to 200. (This amount i will set off each user and how much they have been borrowing and how well they pay back.) So i will need a admin panel.

2. Pay back loans. ( user can make a instant payment back to me) Then I will allow the user to make another loan 24 hours after its paid back.

3. Snake List. People who are two weeks overdue get put on this list. The list will contain just there First name and contact number and email. (this is so people pay back the loan. This loan has no credit damaging outcomes or requirement to be paid back)

4. Settings - T/Cs . Update your phone number or change debit card number, email address or password. I would approve or disapprove changes after calling the user. (only a small number of user).

Other things to note. Anyone who is one week overdue for there loan payment would get a automated notifications and texts. Saying payback your loan within 7 days to avoid the Snake list.

I would need to see a price before I start contacting people with more details, I feel i have covered most aspects of the app in this description.
