Budget SEO Blueprint for 2015

With a tight budget in mind, I'd like to know from people in the business what SEO methods are still a viable option to rank a site in 2015? With budget restrictions I don't see an solution that doesn't involve some greyish methods.

I'm new to SEO and from what I can tell around the web, I should be looking at the following:

  • Private blog network built on expired domains with high quality content (as tier 1, Web 2.0 + highish quality links from GSA as tier 2, tier 3 same as tier 2 on larger scale)
  • PBN content promotion via social media
  • PBN content promotion via link outreach
  • PBN content promotion via broken link building
  • Competitor backlink profile replication
  • Guest blogging
  • Blog commenting
  • Parasite building/boosting via GSA
  • Citations
  • Possibly a few SAPE links?
With the main focus on the PBN for ranking the site, here's what I think I'll need:

  • 10+ expired PR2/3 domains for PBN
  • SEO Hosting
  • 10+ cheap shared hosting accounts
  • 10+ proxies
  • VPS
  • Copy of GSA Search Engine Ranker
  • Copy of GSA Captcha Breaker + Death by captcha
  • Copy of Kontent Machine 3
  • Ahrefs account
All comments, suggestions, criticisms more than welcome. I'd just like some solid information from people actually doing this professionally.

This model will be eventually be used on a large UK based Ecommerce site once it has been tested thoroughly.

You don't need to promote your PBN via social media.
 
you can filter your Spam and Sape links through a 301.

Either buy an old, strong PR3+ domain -> recreate it -> send spam/sape/some pbn to it -> rank it somewhere < #200 and then 301 it to your site or do all that with a new (fresh) domain.

I ran a lot of tests and both methods work really well. First one will transfer a lot more authority and relevance of course, and it'll be faster - 2nd one is cheaper :)

I will initially be commiting to a scaled down version of the model above for a local business website (post tests). So I'll keep citations in for that. Thanks.

I worded it wrong, I meant social signals along with the PBN links. Social media promotion will be done for money site content though. Thank you

Thanks for the input. I added these for a bit of diversity, but will remove from the model or filter through a 301 as andreint mentions below:

Thanks for your input. I need to do some research here and do some thinking - I've not had chance to delve in to 301s but sounds like it could be useful.

So essentially we're waiting for it to rank off the back of whatever we're throwing at it, SAPE etc, and then 301'ing once it's settled? What sort of time scale should we wait before 301?

From what I understand any penalty incurred on the domain being 301'd won't follow through to the money site, is this still a the case? I can see Google changing this in the future somehow.. What do you think?

I did a ranking case study, with just PBN Links, Web 2.0 and Social Signal.

I manage to rank in the late 2014... i guess it's still valid for 2015...
Afterall PBN is still working till date.

SAPE links still work amazingly well for quick churn and burn sites.
Matt Cutts will surely come down hard on PBN's in 2015 with amount of press it is getting these days

This is definitely a worry I have, but from what I can tell from around the web PBNs are what most professional SEOs are using right now to rank. Can anyone confirm my plan is on the right track, is my plan missing anything major?
