I haven't seen much of a difference between blasting from the word go and waiting and then pacing up. However, the sample size isn't big enough to decide anything.
Currently, for most of my sites, I build some half-decent links for the first couple of weeks and then add more to the mix. Around the 1 month mark, I try to go all out with my linking. That is just me being a little cautious though!

as long as you keep link velocity up then it will look natural

Blast as soon as possible, the first i think i do after buying a domain name even before setting nameservers and other things i start running scrapebox (with keywords in mind)
Google will sandbox when he will have anything to sandbox
It is my experience only those sites can be sandboxed which get more number of visitors than pageviews, like 3 or more visitors per page - which means site has ranked for some long tail keywords and then only it can be sandboxed
A site getting 400 visitors when it has 600 or more pages can not be sandboxed as it has not ranked yet or it is already in a stage equal to sandbox

Don't know why you asking an explaination,
but when a site has no page indexed and ranked in google search then there is no question of it getting sandboxed.
