I wouldn't care I guess. Such a small thing, if I let it bother me, I will find more problems and more later and never be happy.

Instead, I would find a way to accept it and enjoy it. Now, when you are drunk, you always know your door is scratched so you don't walk into the wrong apartment.

I'd worry more about rebar and concrete than scratches on doors. A door can be replaced if you don't like it. Weak concrete, not reinforced can kill you.
 
You MUST monitor, watch and continually complain if something is not being done the way it was supposed to. They will take shortcuts, leave things undone and do anything they think the dumb owners will never see. You have to be in their face. Then they will see you are serious and start working correctly.

You are mistaking two things. When you are building a house individually, on your own, you should do everything as you wrote. But when you are buying from a developer it doesn't look like this. Especially when you are buying an apartment. No one will allow you to go there every single day and waste their time. Here in Europe, we don't build houses and buildings from toothpicks! It's really heavy stuff, hollow bricks etc. Huge cranes and heavy machines are everywhere. It's a matter of safety, if something would happen to you there, the developer would have huge problems! Of course, they will allow you to go there, but you need to go there, on special terms, every single time with someone from the developer's side and with a special outfit (safety helmet).

Of course, when you are building a house individually you have this advantage that you can check everything, you can build a house however you want. When my father was building his house he was there all day checking everything. He spent a huge amount of time there. But he is on his retirement so he had time for this.I don't have time for this.

The second thing: If you want to build a house on your own, you need to buy land before. Prices of the land are insane usually. If I would buy land in my area I would need to pay almost like for a small apartment. My father bought land in my area for $50 000, and it was an occasion! Normally he should pay $75 000, but the seller needed money ASAP so he was selling for a special price. Developers buy huge pieces of land on special terms for special prices.

So before I bought a house from a developer I checked everything, reviews about them on the internet and on the market, their financial situation, I checked legal stuff, what will be built in the future in the area, if the developer has any debts, I talked even with the neighbours who bought their houses before me if they are happy to live there. Most developers want to give you the best outcome because if something will go wrong their reputation on the market will be ruined.

In the first contract, the developer added specification, how the house will be built, what technology will be used etc. Few pages about what bricks they will use, how thick walls will be, you have there everything, every single detail. Also, they added paragraphs about contractual penalties just in case they would be late. So basically they would pay me for every single day of delay in building my house. Trust me, this document is very complicated so you need to check everything a few times.

Of course, I went there 2-3 times a week to check progress but not to coordinate their work, I know something about this but I am not a building contractor. Although I have to admit guys who were building my house and now the crew who are finishing everything indoor, they know they can't mess up with me even though I am a tiny woman :D I also hired every two months an expert who went there and checked progress in a professional way (he gave me after this report about every single detail, the last one has 25 pages).

Like I wrote before on the official handover I also hired an expert and he spent there with me 4 hours and he checked EVERYTHING. If walls are straight, if the roof is built properly, if the doors and windows have certificates, if they did everything according to our first contract (specification). The guy was all dirty after this because he was lying on the floor, climbing on the roof, he had all special tools, lasers to check everything properly etc.

I'm extremely happy with the outcome, I even went after the official handover to the lady from the developer's office with flowers and wine to thank her for everything (she gave me a nice discount at the beginning:D).
 
By calling you won’t become smaller, you can get the worker to come on site and do extra work and even polish some more stuff, you get his direct contact which means you could deploy him directly if you buy another Appartment and save extra dollars you would pay his boss. This is a blessing in disguise

I don't know how it looks in Serbia but I know how it looks in Poland. So when you are buying property from a developer you have an official apartment/house handover. So basically you can go there for the first time and you can show every construction defect, and then you are both writing hand-over protocol. You have a document sign by a developer that the company will fix every construction defect e.g in 30 days. I have done this 2 times in my life and every time I hired an expert so he can go with me and check every single hole and scratch (last time he found around 20 minor construction defects, most of them like scratches on windows, doors).

But even after an official apartment/house handover most of the things in a property like doors, windows, walls, pipes, etc they have a warranty at a certain time. So please check if there are such possibilities in your case.

And now breath in and breath out .... everything will be fine Nino, you made it, that's all matters! I'm so proud of you!

I'll be getting the keys in a week or two. Then I'll take a good look at everything and see if anything needs fixing. But I took a glance real quick yesterday, and other than the little door problem everything else shines.

If the final contract isn't ready .. then do nothing for now.

Wait until all is ready, check if there's anything broken, scratched or something, and give them the list before the final sign..

But listen an advice from a guy, who got his apartment finished some months ago .. Prepare for a lot of things like this before you enter your apartment. Just don't rush, drink some whiskey and think about it calmly how to resolve it.

Exactly like @Georgi said. Hope you have some deadline in your contract, and some quality milestones. Just stumble something related, when the buyer (like you), enforced the seller with a lawyer because the seller started to delay the working so the measures were taken and he did the work but not before doing some shitty claims. So, it's in vain if you call him and tell him that's his job cause he will not giving a flying *** about you and your apartment. Prepare for the worst, expect for the best.

I don't have a deadline in the contract. Because I didn't really have any urgency to it.

And the building is the 4th in a line of 5 buildings. It's a serious project, and I really thought that since they already finished the other 3 buildings, they'll finish mine in time too. You know, they already know what they're doing and who is doing it.

But then corona happened, and now there's an excuse for a delay. And the excuse may not be entirely bullshit. But it is kinda bullshit, because construction work wasn't really affected by the lockdowns, not much. But on the other hand the import/export situation was negatively affected, so who knows if they could get all the materials in time. I don't know.

But they'll be fixing anything that needs to be fixed before I make the final payment and sign the final contract.

It's not about what others (we) think it's right for you, but what you think.

It's not a wp site, it's an apartment. Shit happens. The one I bought didn't even have the paint (it still doesn't, we will do it later. Also, they said this upfront.. no point blaming them) and I still had to pay $55k :p

I'm all good when things happen the way we agreed. But we agreed on the apartment being ready by the end of last year, and it wasn't, so the agreement is already broken, and nothing can fix that other than a time machine :D

What do you mean amenities? The apartment comes empty, they only put a water heater and a sink and a toilet and a mirror and a shower in the bathroom. Other than that the apartment is completely empty.

Well, whose responsibility is it to find a great professional to buy from? Especially in the housing business, which is a complete and utter jungle.

It's really important to do your homework before, if you have quality demands.

I did my due diligence.

I bought an apartment from a well-established developer company. The building is 1 out of 5 buildints, all done together in a row. And when I bought the place they had already completed the first 3 buildings. So I felt good that they wouldn't just drop the project mid-way and disappear.

I also hired a lawyer, threw some cash at him and had him check the company, whether they have debt, if they have all the licenses for the buildings, etc.

I also went to one of the other buildings that was finished and checked a few apartments inside, and everything looked very good.

I had my cousin who is an architect check the specs on the building. Like isolation, wall thickness, all that shit. And she said it's all good, done by EU standards. So she gave the green light.

Anyway, I did all I could other than taking out my crystal ball and looking into the future to see what's gonna happen :p

In life, you need to be and alpha and beta and gamma

and of course, you have to balance em, like everything else in life.

There's a law around here that if you sell your apartment, you have to buy a new apartment within 1 or 2 months if you don't want to pay 10% or 15% tax to the government.

Because if you sell and keep the cash, they consider it as "income" and wanna tax you on it. But if you sell and buy a new place, for the same price or higher, than you didn't really make a profit, so there's no tax.

I won't be selling it. Let it sit, I finally have a place to put my stuff in. Even if I rent it out, I keep the basement and put my stuff there. I never had My Own place to put my stuff in. So I need this.

if you brought it new, you should be expecting a brand new house, all comestic damages needs to be replaced and sorted.
My previous house had one of my bathrooms with paint and glue on the toliet seats, i made them replace it.

There's nothing in the contract about a completion date. But even if there was, they could probably use "Corona" as a perfect excuse for the delay. I mean that to me personally and legally.

Say if we had a set completion date and it wasn't done by then, and I decided to take some legal action. I betcha a court would agree that Corona created a special situation and so the delay is justified.

But if I ever buy some real estate in the building phase, I'm not getting into it without a set completion date specified in the contract. Keep people accountable.

So whats the deal? You sign papers. They build it. You move in. You give them a list of things to fix. They fix them.

So why was my friend going to the site EVERY SINGLE DAY to see how they are doing?

I learned by watching.

Once I was living in the central part of the state. I walked around new homes being built. Once I saw a concrete lintel over the sliding glass door, that had a CRACK in it and they just DUCT TAPED IT!. Another time I saw them dump the frames for the roof IN A PUDDLE, UNCOVERED. Later I looked at the roof before it was dry walled. The frames were BENT AND WARPED. Those morons still used them.

Maybe I should have, but I have work to do. I work a lot, I don't have the time to be hanging out at a construction site monitoring shit that I don't really know anything about. And do that for 1,5 year? No way. I wasn't even living in the same town, so all I could do is visit the apartment and see the progress once in a blue moon.

I guess if you buy an already made apartment and then you're gonna fix it up, then you can monitor things every step of the way. But again, time time time, never enough time.

But I had the place checked before I bought it, and things should be done up to EU standards. And the company building the apartments has been around for a long time and have done many projects in more than 1 country. So everything should be okay.

As other have said and you've probably already come to realized, you need to chill.
Contractors are fucking worthless, when dealing with big companies they tend to be more serious but even then they're not magical so if a construction worker fucks up (specially a small detail like a scratch or a dent) you'll have to complain.
Also calling them for 5 minutes isn't going to eat up all your day, it's not like its a 10 million dollar apartment.
I bought my house in the building stages and it was absolute hell, pure mediocrity all around, but I found good people that fixed the originals crap and I've already made a profit of around $250k if I chose to sell,
so I think all the stress was worth it haha (will probably be twice that much in about 5 years)
A single door is nothing to make a such a huge fuss about, if it was glue you could've taken care of it in minutes and if its a scratch a carpenter can fix it in an hour.
Enjoy your new apartment and try to be more humble, most people are idiots so its best if you take that into account to live a more stress-free life :)
 
I don't know about rest of the europe, but why the schedules suck is most of the time competition and over optimistic planning.

First they get the price so low that there is no profit with proper work and then when they run into problems, cheap fixes are introduced.

Construction work is such monkey work sometimes that you can only sit and wonder what goes in the mind of others.

You did fine by sending a message to the worker in responsible position. Again can't speak for others, but I take care of such things as customer service.

The proper way would have been for the builder to contact him, but there are many kinds of idiots in those positions. They get so used on hearing complaints that can't do proper job dealing with them.

Normally I would agree. You catch more bees with honey than with vinegar, or whatever it may be.

But this country, people are aggressive by default. So a kind nice and polite approach isn't always the best.

Today I went to see it, and it's all good, except there some glue or scratch on the front door. And it's only on my door, all the other doors on the same floor are fine.

So I send a message to the developer, the person who sold me the apartment, and I tell him about it. He tells me he's skying, and gives me the number of the main worker who works on the building site, and tells me to tell him about it.

And so I'm kinda pissed. I didn't pay $60,000 fucking dollars to be calling anyone. I'm busy too motherfucker! If I wanted to call fucking construction workers I'd build a house, or buy an old apartment and fix it up.

So do I call the worker guy and deal with it, or do I tell the developer that it's not my job to do that, and he should take care of it?
