You could hire someone to make something like that, see above on Hire a Freelancer. That said, you need a really strong setup to give any amount of longevity to the accounts generated, otherwise they're good as useless as soon as they're made.

I don't recommend you to do this. Although automation is a very easy thing, it is easy to be detected because your process is clear at a glance. Therefore, you need to use semi-automatic or fully manual to do this.

No matter how you create it, FB will flag it because bot accounts have no trust and no real human interaction. If you do it long term, I think you should keep a real account, it'll be safer. Or you can use a residential proxy, clean IP is also fine.

Using bots is easy to get banned now, just use real accounts. It takes a while to build but it's safe and running ads later is more secure.

you can try to hire someone to create a specific tools for creating numerous account although is against facebook policy. The things you must avoid is using same ip and devices to create a bunch of accounts. Facebook will limit the network for creating new accounts from a location if a bunch are create from same network.

I'm telling you the truth: there is no official Facebook profile farming tool, because Facebook prohibits it and they actively scan auto software very strictly. You should manually raise accounts using tools that support account farming (safe automation).
