It looks like Facebook is updating its permission system right now, so some BMs are losing the ability to add members even without any warnings. You can try adding people through Business Asset Manager or use a different admin account to cross-check. If both methods are blocked, it usually means you just need to wait for the update to finish and try again
Meta is tightening their BM security across the BMs. To prevent stolen accounts due to some scripts inserted by people who pretend to 'check the BM'.

You can invite people into the BM without issues if the profile you use to invite s the BM owner profile.
