It depends on your purpose, Blogspot is good for video, article and image sites and cheaper. But the Wordpress can do it all and easy to modify and customizable. You can create a good Wordpress theme according to your purpose site.

wordpress is better then blogspot if you want to use more Pro option such as plugin....you have lot of opportunity to use more feature

In my experience wordpress is better. It index fast than blogger..Wordpress is definitely the most flexible.Wordpress offers unparalleled opportunities (especially when using powerful themes such as genesis) to easily customise your on page seo, so targeting your niche/keywords is far more efficient.Wordpress is excellent and provides publishers without technology skills an easy website platform. In addition, self-hosted wordpress blogs are considered an asset for your business that may be sold for a profit in the future.

In my opinion, wordpress is better (self-hosted), because you have more control over everything.
If you are starting, then blogspot might be good for learning the basics.
Next if you plan to expand, might as well migrate to wordpress self hosted.
For SEO purposes, blogspot and wordpress are both good for tier-2.
Tier-1 is more a wordpress self hosted kinda of thing since you want more control on how to drive the traffic to you money site.

I am using Wordpress for my self hosted website. I also have a blogger blog associated with my website. My blogger blog brings me traffic to my product. The same with my Facebook, Twitter, Pinterest, Tumblr and the rest, they all bring traffic to my product. Do not worry about your blogger blog getting banned or deleted. It won't happen as long as you will create your blogger blog as seriously as you would create your self-hosted website in wordpress because it will bring you traffic for life.
