Blogger and WP can serve different purposes, so it's unfair to compare them to a large extent. People may choose blogspot to save money (or if they don't have it), or to test out a niche, or to build their SEO skills. People using WP may need the widest possible range of options and plug-in features to accomplish their goals.
Many coders have closed the gap between great looking WP themes and great looking Blogger templates, so one can put a professional and modern blog together using either platform. I have over 100 blogspots running for years, none of which have been banned, so that problem is overblown if you take the time to create the blogs carefully.
