Starting a forum is easy but it more difficult to get it going , traffic, anti spam, anti scam, security that you will not have to deal with if you start a blog.

It also depends on whether one is going to run a site as a one man operation, or have a team. Bring in a group of mods if maintaining a forum, because of the volume of activity it may end up involving. Whereas a blog can be managed well by one person.

5. Then I will choose the forum site

Reddit is really huge. They even created lot of fake users in start to show that they have people using the forum.

I would choose a blog because it's cheaper and easier to setup. Setting up a forum could be more expensive.

Well building a forum that has nice activity and good audience requires a lot of effort ,skills and i think a lot of investment
Compared to blogs i think you need to put 100 more efort than a blog to get going and forums are not so popular like in the past
Even established forums have almost died these days
