My sister told me that she clicks ads and she earns some money. She's in the Philippines.

How "Black" is this? How can you get caught doing this and what can happen to you?

Well nothing will happen to you a such, the owners account gets banned and refused payout if AdSense, they have detection for click fraud. Don't know about others

This put the adsense account at risk and May be banned or suspend your account. You can't cheat google. they are very strict to invalid clicks and easily caught your act.
