Block Specific Cities Access - Woocomerce Store

I need help with blocking specific cities from accessing my WooCommerce vape store without affecting overall performance. Some cities in my country don't allow the sale of certain vape products, and I want to prevent access from these areas entirely, not just block sales. This is to avoid potential government requests to ban the entire website nationwide. I'm looking for someone experienced in this type of project with good references.
