Blasting no-indexed pages?

I remember Phpbuilt mentioning on some older thread about blasting noindexed tag and category pages with low quality links and so avoiding possible penalties but still getting some of the benefits. Has anyone tried and seen results? I'm going to try on one of my sites, but on that site there has been so much of changes that its impossible to make proper conclusion if it works.
