Blasting GSA to a 301 page

I've read many times that it isn't a good idea to do GSA blasts directly to money page because it might get a penalty since links are low quality and to always send these links to tier 2 or 3 in order to be safe. Can I create a page in my site and 301 redirect it the money page and then send a GSA blast to that 301 page? Penalties are page level and not site level right? So if I see a penalty or dropped rankings, can I just delete that page and stop the links from going to my money page? Will those links going to a 404 page cause any damage?

For extensive spam the penalty will affect the whole site. But redirecting a page with 301 will take all the spam from that page to your home page, so it's like blasting the home page. So no

Don't do this
Just blast to a 2.0 property
Keep your MS linkbuilding as clean as possible.

you can use a different domain and 301 it to your money page, then blast that domain.
