You are the best provider. You are the only person who will actually take care with your own sites and keep them safe. Letting somebody else build links to your site is basically like Neg. SEOing yourself... Because they will always do a shoddy job and give you spun articles or stuff written by people who barely speak English. Doesn't matter how much you pay, even many reputable providers here will just 301 redirect 1000000 domains to your site/page and call it a day, or spam "high authority" links AKA just sign up for sites that let you put links in your profile AKA spam profile links at you.

OP, there are a bunch of solid providers here, some are BH and some are not.
Go to the marketplace and see what strikes you and then communicate with the seller and see if what he offers is in line with what you are looking for in a company to serve you.
