For GMB I used direct keyword as the business name and it ranks almost instantly.

Create some page in a wordpress (dot) com, or in blogspt, tumblr, weebly, etc (are not be sure tumblr is still working), and them you can buy a tons of links (GSA, for example) and delivery to that site, as a tier 2, but there are a domains that never will have a problem with a tons of links.
 
PBN or buying links both are black hat method, doing great this days.

Yes they still work! Niche relevant PBNs can give good results.
 
Links that are relevant to the niche works better ,exact content and diversified anchors for building links can give better results.
