Black Hat SEO or White Hat SEO ?

Mostly go for black hat SEO for getting quick result,
White hat will achieve standard output result but have to wait for long day

It's hard to say when link building in and of itself is against Google's terms, whether it's whitehat or blackhat.
The biggest contributing factor would be how much you value your site.
If it's a seasonal one that you don't really care about growing for the long-term, or a site that intends to earn as much money as it can before Google catches up to it, then blackhat is the way to go.
But if it's a site that you'll build from the get-go, watch its growth no matter how slow, a site that you would really take care of, then go whitehat.

if you are worried about hats you need to quit seo and go work for a charity or a petting zoo, hat question is for people that can not do seo, have had no experience of roi from seo and are looking for an excuse why the seo they do does not work to tell the boss.

OP, forget about Black Hat or White Hat SEO, they are just labels, find out what works for you.
Even on what I consider to be WH sites, I still buy links etc so according to google they would be Black Hat.
Test everything, don't take advice from gurus and take everything Google and the SEO sites/forums out there give with a pinch of salt.

According to Google anything that causes a drop Adwords sales is against their TOS.So look beyond this so called white hat black hat polarization.Google hate SEO period that is why they create these silly updates from stopping you from doing it.

it is more a matter of degree, in other words how dark is your grey hat?
- if you take very little risk, say you never use PBN, then you are quite white, or light grey,
- if you take more risks, use PBN, spun content, and other techniques considered so to speak spammy, you are darker grey.
