it is fraud!! however I think the only way you would get in trouble is if one of your suckers takes legal action against you.. Hard for them to do, but if they are cash up and pissed off you could be faced with some financial hardship.

When you say "illegal" it depends if you mean illegal to the TOS of the program your offer belongs to, which most likely will be illegal, however if you're refering to any state law, well it depends from which country are you working, from where are the customers and of course can any of them file a complaint and to who.
You can give tons of documents or games that are for free all over, just don't be a prick. About the fact that you use CPA and you don't give anything that can be against the US Law, all depends if some of them will complain about.

No its not illegal... its deceitful and immoral, and against TOS of CPA/Affiliate companies, but you won't go to jail for it, and its doubtful you would get sued. It's exactly the same as saying "Buy this WSO and earn 5,000 in one day." Who's going to enforce it? The Internet police? Give me a break.

There are loopholes, like with most things. If your intent is to defraud someone yes it is illegal. If your intent is to make something with odds akin to a slot machine in a casino, well that is a little different. Some people are doing this. Just depends on your comfort level.
