If you're not the one running the CPA campaign (i.e. you are promoting someone else's campaign) though, don't worry about it, as they will usually have it taken care of.

well it might not be the best source, but at least something for now, hes asking if its possible to scam, well it is but how far can u go like that- cause you know the saying - what goes around comes around, what im trying to say i would never try to scam. anyway i think this kid is newbie and clueless, and probably watched some bogus wso's how to do it so now hes warmed up about it but doesnt know how that plays out in the end

I would think that point would be missing as there is no injury to the victim. I doubt "defrauding" someone of 5 mins of their time will result in anybody going to jail.

Is it illegal in any way to make a landing website and tell about a *free product after completing these offers or click here or tey these new game after completing ... And your,offers or banners are click per view or cpa and then no product is given away or no game (for example) ??? Thanks for your answers!

Hell just say $500 dollar value prize for filling in a form

(note the word "value")

Then have a redirect to some PLR ebook you paid a dollar for and say "here's your $500 dollar value prize" at the end.
Even "You could win one of these... then a picture of an Ipad, a picture of a 50" plasma TV, a picture showing tickets for 2 weeks in Barbados and a big "?" saying... "mystery $500 value prize"
And everyone wins the $500 worthless ebook.

Bunch of people who work with content lockers is doing the same, promising something very interesting behind blurred popup screen, hit movie for example, and when cpa offer is filled you see that promised video is actually trailer from youtube or just a image of player, and download button is actually going to cpa offer for video converter and similar shit.
What is the difference from fraud, stealing etc? I don't see difference between that and not giving free product after completing cpa offer.

You can probably get away with it for a while, but once caught you'll get blacklisted from the cpa networks.
