Black Hat Code Breaker - Why Not Non-Incentive?

I don't understand the incentive offer and non incentive offers on cpa, can you please tell me, I am noob here, what is the difference between the incentive offer and non incentive offer at cpa, and how do people get banned in incentive offers ?

Incentive offers: you can reward the lead that fills the offer (ie: free ebook, link to a movie, etc)

NON INCENTIVE OFFERS: You can not reward the person filling the forms.
