How about both parties have an account a third party service, where the service transfers from Paypal to BTC, or BTC to Paypal, then the service transfers the converted amount to the other party? This cuts out the issue of either party scamming the other directly. In that set-up all depends on the integrity of the third party service, and it would have more resources to go after scammers.
Then that fee would be the market value of being a trusted service for these transactions, and eliminating the risk to both sides.In this method, if I'm wrong both parties may end up paying a very huge percentage to that third party because it can be easily reversible so middle man expects a big cut.
