Most sites that let you exchange btc to paypal ask for a picture of you holding your id. It is risky for you to exchange btc to paypal just because the person that's going to send the paypal money , when u send him the btc he may ask for refund and u will lose everything since paypal don't mess with crypto.

i'd try to cashout of BTC another way, there are tons of horror stories of paypal siding with scammers who open up a dispute after a BTC->paypal transaction

How about both parties have an account a third party service, where the service transfers from Paypal to BTC, or BTC to Paypal, then the service transfers the converted amount to the other party? This cuts out the issue of either party scamming the other directly. In that set-up all depends on the integrity of the third party service, and it would have more resources to go after scammers.

In this method, if I'm wrong both parties may end up paying a very huge percentage to that third party because it can be easily reversible so middle man expects a big cut.

he advertised he is selling paypal to bitcoin. Sent him £15/$18.29 and he blocked me

although I managed to get all this emails and his ip but idk what to do with them
