Check out Traffic Armor man... definitely one of the best cloakers on the market atm.

Get a commercial cloaker with support. There are a bunch out there that work and have good support. Blackjack's, mine, NoIP, etc. Find a company that'll work with you and support their product and you'll be good to go.

Any of the major cloakers like Blackjack's, NoIP, mine, etc. should have good Bing support for their spiders, shadow bots, and fingerprints. If you're really a newbie you likely shouldn't be cloaking. Cloaking still requires you to be good at testing and tracking and showing compliant landing pages to the ad network. Plus, like with all paid traffic you need the cashflow to get campaigns profitable and then scale.
