Appeals rarely work on bing, so if they deny you, just start fresh with a new account, card, and ip.

happens all the time with new accounts, usually it's a payment or id verification glitch. just appeal once and wait, but don't hold your breath.

it happens a lot with bing lately, just appeal it and they might fix it in few days.
