bing is good, actually i have had better roi than adwords in past on campaigns
Were your campaigns aimed at mature people by any chance? I heard bings used by the older generation more. Wondered if there was any truth to it.

Don't just try with proxies and changing IP, you gonna pre pay to load money to the account so you don't want to risk it having it banned, Use virtualisation; different machines - unique IP - unique VCC(or paypal from USA accounts) - unique personas - unique phone numbers
