If multiple Google Accounts have the same billing information, can that account be suspended?

Depends on which account you running multiple billing,

For playstor,you may get no issues

For adwords ,you get banned

Myself and a few other members (as per what they have mentioned in https://www.blackhatworld.com/forums/google-ads.83/ threads), have used the same payment method (same card, same vcc), in more than one Google Ads account. But these are in churn & burn threshold accounts, which is also sometimes a "hit or miss". But if you are going to use the Google Ads accounts on a long term basis, then in that case it is better to avoid using the same payment method (same card, same vcc, etc) in multiple Google Ads accounts.

You will see if it happened or not but honestly, don't try taking the risk when you can avoid it
