Better to do it yourself?

Hey guys, I haven't done SEO in a while and been looking for white hat backlinks. I been leaning towards relevant blog outreach with high metrics. Would it be wiser to use a tool like ninja outreach instead of buying and trusting other companies to do it?

I talked to THE HOTH and FAT JOE so far. They have decent metrics and they tell me they can't guarantee how much traffic on these websites. I been looking on this forum and can't find any providers that do manual outreach to real websites. I don't care what I pay as long if I'm getting good metrics on real websites with traffic.

Any referrals?
