Best Wordpress Themes and Plugins for a new blog?

Astra is good. But I recommend GeneratePress too.
Have the basic se of plugins that include - Akismet, Yoast and Redirection. Usage of other plugins depend exclusively on your requirement.

Lol I was joking, I just meant I take so long to make certain decisions that if Im left to decide for myself ill likely still be making a decision by 2040!

you can choose Astra, Generate press, Ocean WP as a themes for you blog
and for plugins I'll suggest yoast SEO, Akismet.
 
I would suggest Akismet, Elementor, Yoast SEO, Astra, and GeneratePress. These are some good options for you.
